Law 13/2025, of July 15, creating the Official College of Veterinarians of the Principality of Andorra (COVA).

This law establishes the Official College of Veterinarians of the Principality of Andorra (COVA) as a public law corporation with its own legal personality. Its primary purpose is to regulate and oversee the veterinary profession, ensuring that its practice adheres to legal, ethical, and deontological standards, and to safeguard public and animal health in line with the "One Health" concept.
The purpose of the Law (Article 2) is to regulate the professional practice of veterinary medicine, uphold its ethical and legal principles, and defend the interests of both the profession and the public.
The membership to the College (Article 4) is mandatory for all professionals holding an official Level 7 (Andorran Qualifications Framework) veterinary degree recognized in Andorra, as well as those already authorized to practice at the time of the College's statutes publication.
As to the governance (Article 5), the College's internal structure and functioning must be democratic and will be governed by its own statutes and applicable national regulations.
The College is to collaborate with the Government and relevant public administrations for the proper development of professional activities (Article 6).
The law outlines a six-month timeline for the formation of a constituent assembly to approve the College's definitive statutes and elect its governing bodies. The obligation to register with the College takes effect immediately upon the law's entry into force.
In essence, this law creates a mandatory professional body for all veterinarians in Andorra, tasked with ensuring the quality, ethics, and proper practice of the veterinary profession.
