Lighting quality and lighting energy efficiency regulations.

The purpose of this Regulation is to define the criteria for spaces that have a quality night sky; to promote the rational use of lighting to favor its saving and energy efficiency and to guarantee the reduction of greenhouse gas emissions; to regulate the lighting to prevent light pollution.
The criteria for saving and energy efficiency, for preventing pollution and the regulations for operating hours set out in Chapter 2 of these Regulations apply to all lighting facilities, both publicly and privately owned, as established at article 2. Instead, the design and installation regulations contained in Chapter 3 of these Regulations only apply to new lighting installations, both publicly and privately owned. The same article also sets up exclusion cases.
Chapter 4 covers liabilities, offences and penalties issues. Three further provisions concern outdoor lighting during special periods, such as Christmas; high-pressure mercury vapor lamps, to be replaced or stopped operating before January 1, 2023; billboards with a certain luminous flux, to be replaced or stopped operating before January 1, 2025.
