Abstract
This Regulations relates to the official controls made to guarantee compliance with food laws and with legislation on animal health and welfare. It is organized in 6 chapters and 2 Annexes.
The first chapter, covering objectives and scope of the Regulation, contains general provisions aimed at organizing and and performing official controls aimed at guaranteeing compliance with rules aimed at preventing, eliminating and reducing at acceptable levels, the risks directly or indirectly threatening environment, people and animals.
The second chapter sets provisions relating to the official controls. In particular it describes the obligations concerning the organization of official controls, their frequency, the guarantees accompanying them in terms of efficacy and adequacy. It also identifies the personnel in charge for the controls and the requirements relating to their training; it provides for procedures to be observed to carry out controls including activities, methods and techniques of control.
The third chapter is dedicated to the methods to be followed for sampling and analysis.
The fourth chapter describes the necessary controls to be carried out on feed and food introduced from third countries, both of animal origin and non-animal origin.
Chapter five sets provisions for the the releasing of the sanitary authorization required for the registration of food and feed establishments.
The final chapter provides for executing measures for cases of non-compliance.
