Abstract
This Resolution, comprising 11 articles, aims to enhance the national economy by facilitating the transformation of recyclable materials into value-added products, promoting waste recycling and treatment for environmental protection and sustainable development, and regulating integrated management processes for recyclable materials. It applies to recycling facilities, those processing imported recyclable materials, and other recyclable material facilities listed in Table No. 1, including those in free zones. Under article 4, establishments operating in integrated management of recyclable materials may obtain necessary licenses. Key provisions include obligating licensed facilities to collect specified recyclable materials, adhere to approved processing methods, dispose of residual waste safely, comply with import regulations, minimize leftover waste, ensure proper use of imported materials, and be responsible for returning non-compliant shipments to the country of origin. Recycling facilities must also process recyclable materials generated domestically according to their activity license, and they may export specified recyclable materials after meeting technical requirements, including Basel Convention compliance, proper material separation and cleaning, obtaining official documentation from the importing country, and submitting necessary documents through the Ministry's digital service for export approval.
