Abstract
These Regulations comprise 8 articles. Article 2 pertains to the issuance of 9-month permits by the competent Authority for obtaining genetic resources, encompassing (i) scientific research purposes; (ii) patents or intellectual property resulting from scientific research; (iii) commercial purposes; (iv) industrial purposes; (v) multiplication purposes; (vi) government agency initiatives. Additionally, the Ministry grants 6-month approvals for the import and export of genetic resources for the same purposes. Moreover, this article stipulates that (i) access to genetic resources should not imperil species survival in their natural habitats; (ii) genetic resources, alongside associated traditional knowledge and practices, must be recorded in the Ministry's electronic registry; (iii) utilization of genetic resources must conform to scientific research ethical standards; (iv) access to genetic resources should not endanger human health, and any potential biological hazards posing a public health threat must be duly addressed. Controls and procedures for obtaining, exporting, and importing genetic resources and their derivatives are delineated in articles 3 and 4, respectively.
