Abstract
The present Plan will serve as an agenda that defines the direction and strategic targets of Dubai. The development of this plan was largely based on a consultative approach involving a considerable number of stakeholders from the various sectors covered in the plan.
The purpose of this document is to present the general frameworks developed as part of Dubai Strategic Plan.
The aims and strategic plans thrusts defined in these frameworks will basis for further detailing of strategic programs and plans by government department and stakeholders with the ultimate purpose of achieving Dubai’s Vision.
Regarding the reduction of rural poverty, the government plans to implement the following strategies: (i) improve the achievement of students and ensure all national have access to quality education, (ii) introduce health insurance to ensure access to care, (iii) establishing Dubai as a preferred home for current and future residents by improving the well-being of citizens and residents, and helping them live healthier lives enriched with opportunity and choice.
To enable inclusive and efficient agricultural and food systems, the government plans to transform Dubai into a hub of business excellence by raising the productivity of economic sectors and maintaining high production quality standards. In addition, the government plans to move existing sectors of strength to new frontiers, both domestically and internationally.
To increase the resilience of livelihood to disasters, the strategy plans to maintain Dubai as a safe, attractive and sustainable environment, among others, the following strategies: (i) update and align environmental regulation with best practices and develop required enforcement mechanisms, (ii) adopt a sustainable development approach by integrating environmental outcomes within development policies, (iii) raise environmental awareness, (iv) optimize land use and distribution while preserving natural resources.
