Abstract
This Decree-Law consisting of 32 articles aims to support and empower UAE citizens by providing financial social support to low-income families and vulnerable groups, while promoting economic empowerment, encouraging participation in the labour market, and ensuring protection and relief in cases of crises and disasters. By social support it is meant basic allowances, supplementary allowances, and other allowances, provided that the eligibility conditions - provided for in the Decree-Law - are met. To be the primary beneficiary of the social support program, a citizen must permanently reside in the State, be between the ages of 21 and 44, be employed, insured, or retired, and the family's total monthly income and total asset value must both fall below specified eligibility thresholds. Article 10 sets out the following special categories granted with exceptions: orphans, children of convicted individuals, individuals with health or other disabilities, widows, divorced/abandoned women, and wives of convicted/disabled foreign men. These categories are eligible for social support under the same general conditions as others, except for those related to age and employment, with specific requirements, support amounts, and exceptions. Article 17 provides sanctions for those who provide false information or intentionally refrain from providing the data, increase the amount of social support, or continue receiving social support without justification. A Grievance Committee shall be established within the Ministry to consider grievances submitted regarding decisions issued under the provisions of this Decree-Law and its Executive Regulation.
