Abstract
This Law consisting of 35 articles and 2 Annexes aims at (i) organizing the ownership, possession, trading, and breeding of dangerous animals; (ii) protecting humans and other animals from the harm of dangerous animals and the transmission of their diseases and their causes to them and other animals; (iii) ensuring that the animals are receiving good care. According to article 4, the possession of dangerous animals is allowed, with the requested registration, only to zoos, animal parks, circuses, breeding centers as well as specialized care and harboring centers, and scientific research centers and institutions. Without the prior consent of the competent authority, the facilities cannot organize exhibitions, competitions, or shows of dangerous animals (art.5). Obligations of the facilities concern (i) insurance against the risks of dangerous animals; (ii) health care and immunization against diseases; (iii) safe and suitable shelters; (iv) feeding with food that is appropriate to their age and type and in sufficient quantities; (v) providing appropriate training to the Facility’s employees. Registers for the licensed Facilities shall be established at the Ministry of Climate Change and Environment and the competent authority. The Law also deals with (i) reporting on dangerous animals; (ii) possession of dogs including registration, the deal with dangerous dogs specified in Annex 2, and leashing use; (iii) penalties; (iv) identification labels.
