Abstract
This Law, consisting of 5 articles, aims to amend the original 2002 Law to enhance the regulation of veterinary health practices, including those of veterinary medical assistants. The goal is to improve the efficiency and standards of veterinary work in line with best practices, scientific standards, and current legislation to promote the health and development of the country's livestock. Key revisions include (i) Replacing the term "profession" with "veterinary profession"; (ii) Substituting the Ministry of Climate Change and Environment for the Ministry of Agriculture and Fish Wealth; (iii) Allowing only licensed individuals registered with the Ministry of Climate Change and Environment to practice veterinary medicine in any veterinary establishment; (iv) Establishing rules for authorizing veterinary establishments; (v) Making numerous changes to Article 19 regarding sanctions for violations of the Law; (vi) Amending Article 21 concerning criminal proceedings for specified crimes. The amendment also introduces new provisions, including (i) Classification and conditions for practicing as veterinary medical assistants; (ii) Guidelines for sheltering sick animals; (iii) Authorizations for conducting research and animal experiments; (iv) Obligations for veterinarians to explain veterinary practice results to animal owners, who have the right to accept or refuse the practices; (v) Requirements for veterinary establishments to maintain a register of their activities; (vi) Authorization to send animal samples abroad.
