Abstract
This Guide to Food Security is a comprehensive document that aims to represent the state of food security in the UAE. One of the key pillars supporting the UAE's economic success is its exceptional transport and logistics infrastructure. This well-connected network facilitates the movement of goods, including food products, within the UAE and across its borders. The UAE's strategic geographical location, coupled with a robust food trade network, ensures a steady supply of food from around the world. As a result, the UAE has established strong trade relationships with numerous countries, fostering a diverse and extensive food trade system and becoming a major food hub. Furthermore, the country has developed strong legislation and policies to improve the regulatory environment. These initiatives focus on (i) ensuring citizens and residents have access to safe, sufficient, and nutritious food at affordable prices at all times; (ii) promoting domestic food manufacturing and processing; (iii) implementing a climate-resilient agricultural sector. In the agricultural sector, the main initiatives for food security concern (i) tackling climate challenges and limited resources by using innovative agricultural technologies. Initiatives like vertical farming and hydroponics are being leveraged to boost local food production and improve crop quality. The government is supporting this through significant investments and partnerships; (ii) investing in agricultural research and development, establishing a network of research centers and laboratories. These efforts focus on developing resilient crops, improving farming methods, and studying marine resources to ensure food security. A key organization in this field is the International Center for Biosaline Agriculture (ICBA), which researches solutions for marginal environments facing challenges like salinity and drought.
In the field of innovation and research, the UAE is involved in several key initiatives. These include (i) the Food Tech Valley, located in Dubai, which is a massive agtech city designed to be a global hub for agricultural innovation. Its goal is to test and export sustainable farming solutions, helping to position the UAE as a leader in food technology; (ii) the National Food Loss and Waste Initiative (Ne’ma), which brings together stakeholders from across the food supply chain to reduce food waste by 50% by 2030, in line with Sustainable Development Goal (SDG) 12. Ne’ma aims to promote sustainable food practices and foster a culture where food is valued; (iii) Strategic National Food Reserves, to maintain national strategic reserves of essential food commodities like rice, wheat, and sugar. These reserves act as a buffer against disruptions caused by emergencies or market fluctuations. The government partners with private companies to manage and monitor these stockpiles, ensuring the quality and safety of the food while also regularly simulating emergency protocols to enhance preparedness.
At the governance level, the UAE established the Food Security Council in 2019 as the primary reference for all UAE food affairs. It played an integral role in ensuring an uninterrupted food supply across the UAE during the COVID-19 pandemic. Additionally, the UAE is part of the Food Security Alliance, a partnership of national food and agricultural companies. Their goal is to maintain a stable supply of food commodities, even during emergencies. The alliance works to promote sustainable practices and economic development in the food industry through strategic partnerships and foreign investments.
