Abstract
This document summarizes the key highlights of the second cycle of the UAE Government Strategy for the years 2011-2013, laying the groundwork to realize the UAE Vision 2021. It serves as the framework guiding Federal Entities in developing their strategic and operational plans. Comprising seven general principles, seven strategic priorities, and seven strategic enablers, the document provides a comprehensive roadmap. The seven general principles govern the work of the UAE Government, influencing all strategic priorities and enablers. They include (1) enhancing the role of Federal Entities in formulating effective regulations and integrated policies through successful planning and enforcement; (2) fostering effective coordination and cooperation among Federal Entities and with Local Governments; (3) emphasizing the delivery of high-quality, customer-centric, and integrated government services; (4) investing in human resource capabilities and leadership development; (5) promoting efficient resource management within Federal Entities and fostering dynamic partnerships; (6) cultivating a culture of excellence through strategic thinking, continuous performance improvement, and superior results; and (7) enhancing transparency and accountable governance mechanisms across Federal Entities. The seven strategic priorities represent the overarching themes guiding the UAE Government for the next three years: (1) Cohesive Society and Preserved Identity; (2) First-Rate Education System; (3) World-Class Healthcare; (4) Competitive Knowledge Economy; (5) Safe Public and Fair Judiciary; (6) Sustainable Environment and Infrastructure; and (7) Strong Global Standing. Lastly, the following seven strategic enablers outline the operational framework for the UAE Government to fulfill its strategic priorities effectively (1) Skilled Human Capital; (2) Customer-Centric Service; (3) Efficient Financial Management; (4) Good Institutional Governance; (5) Dynamic Government Networks; (6) Effective Legislative Process and Integrated Policy-Making; (7) Effective Government Communication.
In terms of priorities, the focus is detailed as follows: (1) Emphasizing social cohesion, family stability, and national identity involves promoting community unity, preserving the national identity, and fostering inclusivity. The government aims to transition from the current social welfare system to a comprehensive social development system with integrated policies. (2) Prioritizing future generations includes enhancing educational systems, reducing student drop-out rates, and preparing students for college life. The goal is to improve higher education quality to equip graduates with skills vital for the country's growth. (3) Ensuring universal access to primary healthcare, elevating services to global standards, and addressing lifestyle diseases are paramount, with a focus on enhancing the health system's readiness for emergencies. (4) Fostering innovation, research, and development, strengthening regulatory frameworks, and promoting emerging high-value sectors aim to boost competitiveness. Efforts also target improving labor market efficiency, supporting small and medium enterprises, and minimizing marginal activities. (5) Supporting SME development involves legislative initiatives, promoting entrepreneurial mindsets, attracting and retaining talent, enhancing the business environment, diversifying trade, encouraging high-value sectors, promoting innovation, and ensuring consumer protection. (6) Prioritizing public safety and security entails addressing threats, ensuring national security, reducing crime rates, responding to emergencies, and upholding individual and business rights through a fair judicial system. (7) Ensuring environmental sustainability involves tackling global environmental concerns by reducing pollution, conserving ecosystems, promoting an eco-friendly mindset, and integrating and optimizing strategic infrastructure.
