Abstract
This Regulation consisting of 27 articles divided in 15 Chapters aims at creating a detailed guide to animal welfare, including directives to owners of animals or caregivers regarding also food, transport and space. The Decree establishes also an Animal Welfare Unit, attached to the Animal Wealth Department, and determines its functions and responsibilities. Owners of animals shall take all necessary measures to ensure welfare of their animals, any abandonment or abuse shall be punishable by Law, including not provide proper care, let them suffering from pain, or not provide adequate veterinary care when needed.
The Decree establishes also that stray animals, once found by the authorities, may be detained in a suitable, healthy place and given veterinary care; euthanasia might be carried in case the owner of the animal does not appear within 14 days and for reasons that allow euthanasia (merciful killing).
The authorized persons are entitled to: enter any premises for inspection if there was any excuse or any proof that the animals have been subjected to harm or negligence in taking care of them; give written instructions for animal welfare requesting specific procedures to be done related to the animal or its environment.
Violations are: sexual abuse of animals; deliberate release of infected animals; use cruelty when preparing the animal for slaughtering in the slaughter houses; use the animal to experiments that may cause bodily or mental pain without obtaining approval of the competent department; use the animal in a different way of its nature in performing recreational shows or for amusement or in hunting trips or in wrestling rinks; to subject the animal to unnecessary harm. Permits or licenses are required for: arranging for exhibitions or shows for the animals; using animals for scientific experiments; and selling animals.
