Ministerial Decree No.98 of 2019 on using Refuse Derived Fuel (RDF) produced from waste treatment procedures in cement plants.

Abstract
This Decree consisting of 9 articles applies to all coal-fired cement plants in their energy production operations, providing for (i) the use of alternative fuels from municipal solid waste treatment processes as an alternative to energy production; (ii) supporting industries and initiatives aimed at addressing the municipal solid waste generated in the country and exploiting it to obtain products that are in line with the national economy; and (iii) developing environmental protection, human health and sustainable development. These plants are (i) committed to using a minimum of 10% (if available in the country) of their total energy needs from alternative fuels produced by municipal solid waste treatment plants in the country starting from 2020, and monitoring air quality around them; and (ii) cannot import any alternative fuels resulting from waste treatment operations.
