Ministerial Resolution No. 248 of 2003 issuing the Implementing Regulation of the Law (Regulation) on agricultural quarantine in the Cooperation Council of Arab Gulf Countries.

This Law is composed of 33 articles. Protection of plant resources is the objective of the Federal Law (art. 1). Article 2 deals with terms and definitions. Article 3 entrusts the Undersecretary of the Minister of Agriculture and Fish Wealth to: control the promulgation of the implementing Regulation; authorize the importation of infected plants and plant products; and issue resolutions in case of emergency. Article 5 lists the competencies of the Quarantine Authority. Articles 6-8 define the tasks, responsibilities and duties of inspectors. Article 9 provides for the establishment of the Agricultural Quarantine Committee and define its competencies. Article 10 deals with measures to be taken in case of diseases and emergency. Article 11 deals with conditions for setting up and abolition of quarantines. Article 14 deals with obligations of passengers. Article 15 lists requirements and conditions for the importation of plants and plant products. Article 16 lists requirements and conditions for the importation of prohibited plants and plant products for scientific purposes. Article 18 defines measures and proceedings for the examination of imported plant. Article 21 deals with requirements and conditions for places destined for the storage, conservation, custody and treatment of plant consignments. Article 16 deals with plant consignments in transit. Article 23 defines requirements and conditions for the exportation of plants and plant products. Article 24 specifies measures and proceedings for the examination of exported plant consignments. Article 25 deals with the issuance of the Plant Sanitary Certificate. Offences and penalties, and complaints and fees are provided for in articles 27-30.
