Ministerial Resolution No. 27 of 2026 concerning the Health and Technical Requirements for Veterinary Establishments.

This Resolution, comprising 7 articles and 1 Appendix, applies to the following veterinary establishments, as listed in Article 1 (i) veterinary clinics, including primary veterinary clinics, specialized veterinary clinics, comprehensive veterinary clinics, and mobile veterinary clinics; (ii) veterinary hospitals, including specialized veterinary hospitals and comprehensive veterinary hospitals; (iii) artificial insemination centers; (iv) veterinary laboratories, including fixed veterinary laboratories and mobile veterinary laboratories; and (v) Veterinary Scientific Consulting Offices.
As general requirements, veterinary facilities must comply with applicable health and technical standards, including performing only authorized veterinary activities, meeting the required conditions relating to equipment, infrastructure, and staffing, and ensuring that veterinary services are provided exclusively by Ministry-licensed personnel under the supervision of a licensed veterinarian. Facilities must also comply with relevant legislation, guidelines, and technical requirements, maintain appropriate records, obtain the necessary regulatory approvals and licenses, and refrain from making unauthorized changes to their structure, location, or activities. In addition, they must adhere to health and safety requirements, report suspected contagious diseases, and comply with the specific requirements applicable to each type of veterinary facility. The Resolution further establishes specific rules for the different categories of veterinary establishments listed in Article 1.
The Appendix establishes the permitted veterinary practices, required facility units, and minimum human resources for each type of veterinary establishment, including clinics, hospitals, artificial insemination centers, laboratories, and scientific consulting offices. It defines the activities each facility may perform, the mandatory and optional infrastructure requirements, and the required number and qualifications of licensed veterinary personnel. It also sets out the general preparation, equipment, record-keeping, and operational requirements applicable to veterinary facilities, including mobile clinics and laboratories.
