Abstract
This Resolution consisting of 14 articles aims at regulating the importation and transit of live animals with cloven hooves, birds, and some other animals - together with their products and by-products, such as meat and offal. It establishes that (i) for commercial purposes, the establishment must be licensed and registered with the Ministry to import the desired types of animals; and (ii) it is permitted the exit and entry of the animals owned by individuals provided that they are registered and identified by the required means, and they meet the sanitary and technical requirements for importation from the countries referred to in this Resolution.
It is possible to import live animals only form countries that have (i) integrated veterinary services that allow for adequate monitoring of animal breeding facilities, particularly in respect of diseases to be reported; (ii) a list of communicable diseases including pandemic and infectious diseases that may affect the import target populations and (iii) systems and programs for animal disease surveillance.
Main conditions to import live animals are (i) a valid import permit or a CITES certificate obtained from the Ministry; (ii) means of identification (microchip, ring, ear tag); (iii) veterinary health certificate; (iv) certificate of origin issued by the competent authority in the case of commercial shipments. Rules for transit are specified in art.6. Veterinary procedures are listed in art.7. Art. 10 deals with the obligations of the importer.
The list of countries approved for import is reported in Annex 1 and they can be modified or deleted according to the latest health status. The Annexes include Veterinary Health Certificate Form for the export of the objects included in this Resolution.
