Abstract
This National Hydrogen Strategy is a comprehensive document to support the UAE's view of the clean energy as the primary solution for decarbonizing the economy. Specifically, low-carbon hydrogen is set to play a prominent role in tackling the country's hard-to-abate sectors, which include heavy industry, long-haul transport, aviation, and shipping. The Strategy details the necessary steps to accelerate the growth of the nation's hydrogen economy to become a top global producer of low-carbon hydrogen. In the context of the UAE's Net Zero by 2050 ambition, the immediate primary use for hydrogen will be supporting the decarbonization of domestic industry while the global export market matures. The doucument is focused on several key initiatives to realize this vision, such as (i) the creation of hydrogen oases to activate the domestic hydrogen sector; (ii) the development of policy frameworks to support the growth of the hydrogen industry; (iii) the collaboration with other countries in the region to activate a thriving regional hydrogen market; (iv) the investment in Research and Development (R&D) to improve the efficiency and cost-effectiveness of hydrogen implementation. To this end, a clear and consistent strategic framework is considered essential to (i) instill investor confidence; (ii) support businesses in establishing hydrogen supply chains; (iii) accelerate community confidence in hydrogen as a fundamental component of the energy mix. The UAE will focus on stimulating local demand in the following sectors (i) iron and steel; (ii) chemical and fertilizer; (iii) transport; (iv) aviation; (v) aluminum; (vi) refining; (vii) shipping; (viii) grid flexibility. The UAE has identified the following 5 strategic objectives to facilitate the activation of the hydrogen market in the region (1) create a robust hydrogen economy in the UAE primarily to support the national decarbonisation efforts; (2) drive the hydrogen economy forward, resulting in foreign direct investment, job creation, and workforce upskilling; (3) embed innovation within the UAE’s industrial clusters; (4) establish the UAE as a leading global producer and exporter of low carbon hydrogen; (5) develop a resilient hydrogen supply chain to support the growth of domestic industry.
The execution of the UAE's National Hydrogen Strategy is structured to add value to the emerging hydrogen economy across 4 key pillars (1) Future-Focused Government, which envisions a government with a long-term vision aimed at achieving social prosperity and spreading a positive message globally. It also focuses on creating new and diverse sources of sustainable government non-oil revenues and enhancing investment capabilities; (2) Excellent Education, which involves advancing the UAE's educational landscape across critical fields, including science and technology, space science, engineering, and health sciences. It further emphasizes educational measures and the fostering of innovation; (3) a Diversified Knowledge Economy, to increase the productivity of the national economy through support for national companies, investment in scientific research, and a focus on innovation, entrepreneurship, and advanced industries; (4) a Happy and Cohesive Society, to establishing a secure, tolerant, cohesive, and ethical society that embraces happiness, a positive lifestyle, and a high quality of life for all its members.
