Abstract
The UAE’s Science, Technology and Innovation Policy is a multisectoral strategy designed to foster strong science- and technology-driven innovation. The document classifies innovation into three main frameworks based on the level of expertise and resources required (1) business innovation focuses on creative ideas supported by relatively modest investments. It enables rapid development and the creation of significant value without the need for specialized technical expertise; (2) technology-based innovation requires specific subject-matter expertise and dedicated infrastructure, ranging from programming skills for software development to advanced engineering capabilities for hardware systems; (3) science-based innovation represents the most resource-intensive category, requiring highly specialized scientific knowledge, costly laboratory facilities, and collaboration among expert teams. This form of innovation typically generates the highest returns through breakthroughs in areas such as biotechnology and renewable energy. The Policy aligns with (i) UAE Vision 2021, which emphasizes that innovation, research, science, and technology will serve as the pillars of a knowledge-based, highly productive, and competitive economy, driven by entrepreneurs within a business-friendly environment where the public and private sectors collaborate through effective partnerships. It is also consistent with (ii) the National Innovation Strategy (NIS), which seeks to drive development by generating creative ideas and introducing new products, services, and processes that enhance the overall quality of life. This objective is pursued by (a) ensuring an innovation-friendly ecosystem, including a strengthened regulatory framework, advanced technology infrastructure, supporting services, as well as investments and incentives; (b) fostering a culture of innovation among individuals, businesses, and the public sector; (c) prioritizing seven key sectors (renewable and clean energy, transportation, technology, education, health, water, and space) to lead innovation at the national level.
The Science, Technology and Innovation (STI) Policy is a strategic initiative aimed at reducing the UAE’s dependence on oil by positioning science, technology, and innovation as key drivers of sustainable socio-economic development. The policy seeks not only to address national challenges but also to capture global opportunities. It builds on the UAE’s existing strengths in human and financial resources, infrastructure, and government efficiency, as well as initiatives in sectors such as aerospace, renewable energy, education, health, transport, and water. The strategy identifies 24 focus areas for science- and technology-based innovation, reflecting both national priorities and global opportunities. These 24 priority areas can be grouped across key sectors (i) Education and Health: education technology, health IT and bioinformatics, public health and wellness, biotechnology and genomics; (ii) Environment and Energy: water management, solar and alternative energy, food security; (iii) Space and Aerospace: space sciences, cubesats/nanosatellites, aerospace materials and manufacturing; (iv) Digital and Emerging Technologies: cybersecurity, semiconductors, robotics and AI, Internet of Things and big data, additive manufacturing (3D printing), Arabic digital technologies, financial technology; (v) Urban and Infrastructure: smart cities, architecture and urban design, advanced construction materials; (vi) Transport and Industry: transportation logistics and analytics, petroleum geosciences, commercial UAVs, and autonomous vehicles.
