Abstract
The Policy for Sustainable Aquaculture in the Abu Dhabi Emirate is a comprehensive framework aimed at developing a sustainable and competitive aquaculture industry. This industry is intended to contribute to economic growth, food security, meaningful employment, and wealth generation for Abu Dhabi's citizens while preserving the cultural and social heritage of the Emirate and protecting healthy, productive, and resilient ecosystems. The policy aims to achieve these goals by (i) defining sustainable aquaculture for the Abu Dhabi Emirate; (ii) building on the Abu Dhabi government's progress in sustainable aquaculture development and affirming a whole-of-government approach to pursuing a sustainable aquaculture sector; (iii) clarifying the methods for achieving sustainable aquaculture to encourage the sector's growth; (iv) establishing guiding principles to enhance and accelerate the development of a sustainable aquaculture sector in Abu Dhabi. The policy objectives are to (i) clearly communicate a common vision for aquaculture in the Abu Dhabi Emirate to all stakeholders, including the industry and the general public; (ii) encourage the sector's sustainable growth within a framework of common principles guiding sustainable aquaculture development. With fish resources under pressure due to increasing demand, overfishing, pollution, and climate change, the policy seeks to address these challenges by promoting sustainable aquaculture practices. The policy outlines the importance of preserving biodiversity, managing fish stocks effectively, and implementing sustainable technologies to produce safe and high-quality seafood products. It emphasizes the need to protect healthy ecosystems while meeting market demand for seafood.
To enhance the sustainability of aquaculture, a new permitting procedure will streamline licensing through a single portal for applications and reviews by relevant authorities. All operations producing aquatic organisms for commercial purposes or with potential environmental risks require a license, regardless of scale. This harmonized approach promotes consistency, efficiency, interagency collaboration, and capacity building. Additionally, the following six actions are essential to achieve a sustainable aquaculture industry (1) implement an integrated interagency permitting system for aquaculture; (2) develop an Aquaculture Policy Implementation Strategy to identify suitable aquaculture models, species, and sites, and create management and investment plans for designated aquaculture development zones; (3) encourage economic investment in the aquaculture sector; (4) develop comprehensive guidelines and regulations for aquaculture; (5) promote research and innovation in aquaculture by developing a dedicated research plan; (6) create marketing and communication materials to facilitate investment in the aquaculture sector, including by fishermen.
