Abstract
This Circular Economy Policy is a 10-year nationwide multisectoral document aiming at delineating pathways for the UAE's shift towards a circular economy, by adopting consumption and production methods and optimizing the utilization of natural, physical, human, and financial resources to enhance residents' quality of life while safeguarding the local and global environment. Achieving this transition necessitates collaborative efforts from governmental bodies, private enterprises, and the public. Thus, the Policy serves as a call for stakeholders across all sectors to embrace circular thinking and action, fostering a successful, sustainable, and prosperous circular economy. The Policy comprises several key objectives, such as (i) achieving sustainable management of the economy and efficient use of natural resources; (ii) promoting circular economy and Sustainable Consumption Production patterns that reduce environmental stress and meet basic needs; (iii) encouraging the private sector to shift to cleaner industrial production methods and techniques including the use of Artificial Intelligence. Priorities include infrastructure, sustainable transportation, sustainable manufacturing, sustainable food production and consumption. The document and its outcomes are expected to (i) generate considerable economic proceeds for the country; (ii) mitigate environmental pressures; (iii) ensure the supply of raw materials; (iv) increase competitiveness; (v) motivate innovation; (vi) strengthen economic growth; (vii) create job opportunities. In order to accomplish the aforementioned objectives, the following strategies must be embraced (i) Establishing clear direction; (ii) Collecting comprehensive data; (iii) Investing in technology, circular economy innovation, and research and development; (iv) Enhancing awareness and building capacity; (v) Fostering partnerships and promoting collaboration; (vi) Facilitating access to sustainable finance; (vii) Implementing a circular procurement policy; (viii) Enhancing waste management practices.
Circular economy principles can be applied in various priority sectors: transforming the manufacturing sector into a sustainable model by minimizing waste and pollution, enhancing infrastructure efficiency by optimizing resource use, promoting environmentally friendly mobility options, and implementing strategies in the food sector to mitigate water scarcity, reduce waste, and improve food quality and ecosystem health. Circular economy principles can be applied in various priority sectors: transforming the manufacturing sector into a sustainable model by minimizing waste and pollution, enhancing infrastructure efficiency by optimizing resource use, promoting environmentally friendly mobility options, and implementing strategies in the food sector to mitigate water scarcity, reduce waste, and improve food quality and ecosystem health. Moreover, economic incentives, such as financial penalties and rewards, are proposed to reduce congestion and structural waste in the transport sector, and the introduction of subsidies to encourage the use of reclaimed/recycled materials in production and purchasing circular goods is also considered.
