Abstract
This National Air Quality Agenda is a comprehensive strategy for managing the UAE's air quality. It outlines the current situation, including challenges and opportunities, and focuses on four key areas: outdoor air quality, indoor air quality, ambient odor, and ambient noise. The goal is to drive national efforts and coordinate federal and local institutions to effectively monitor and manage air pollution, leading to improved health, environmental, social, and economic outcomes. The agenda sets specific, measurable objectives for each focus area, aligning with the 2030 Sustainable Development Goals (i) Outdoor Air Quality: Reduce pollution levels and human exposure to pollutants; (ii) Indoor Air Quality: Improve air quality to reduce human health risks; (iii) Ambient Odor: Reduce exposure to unpleasant odors; (iv) Ambient Noise: Lower noise levels to within acceptable limits. By addressing these areas, the agenda aims to achieve significant improvements in air quality while also creating synergies and supporting other related sectors.
The UAE's National Air Quality Agenda is a comprehensive strategy built on three core pillars: Monitoring, Mitigation, and Management. Monitoring involves measuring air pollution and related factors. Mitigation focuses on a range of actions to reduce pollution levels and human exposure. Management ensures that these initiatives are effectively implemented, tracked, and controlled. The main actions to be undetakien for the main strategic areas are as follows (i) Outdoor Air Quality: The strategy aims to strengthen the institutional and technical framework by enhancing government agency capacity, updating national standards, and creating a National Air Emissions Inventory. It also integrates air quality into urban planning by defining "critical zones" and evaluating development projects based on consistent criteria. A primary goal is to reduce emissions from major sources, including the transport, industrial, energy, waste, and construction sectors, while also promoting regional cooperation to address transboundary pollution; (ii) Indoor Air Quality: The focus is on strengthening the institutional framework and technical capacity of government agencies. The plan involves a thorough review of existing standards and codes to increase their scope and coverage. The ultimate goal is to create a central compendium of standards for construction materials, furniture, cleaning products, and building maintenance, ensuring all relevant agencies have the necessary guidelines to mitigate indoor air pollution; (iii) Ambient Odor: The UAE will enhance its institutional framework by improving government agency capacity and developing specific odor standards, policies, and assessment criteria. The strategy emphasizes proactive management by incorporating odor controls into planning and permitting processes. It also targets emission reduction from key sectors like waste management, wastewater treatment, oil and gas, and manufacturing by requiring operators to develop and implement their own emission reduction plans; (iv) Ambient Noise: The strategy aims to strengthen the institutional framework and technical capacity of government agencies. It includes developing refined noise criteria, standardizing measurement methods, and monitoring noise levels nationwide. The plan focuses on reducing noise from the transport, construction, and industrial sectors. Additionally, it seeks to control noise from consumer products by developing and enforcing noise limits for household appliances. Finally, the agenda's cross-cutting strategy is to improve air quality by promoting research and increasing awareness and engagement among both government entities and the public.
