Abstract
This Treaty between Afghanistan and Iran expresses the desire of the Parties to remove permanently the causes of controversy with respect to the use of waters of the Helmand River. Afghanistan shall be under the obligation to deliver water from the river to Iran at specified places. Amounts of water are specified for "normal" years and provision is made for water delivery in years of abnormal climatic conditions (drought). Afghanistan shall also abstain from action that makes the water of the river unsuitable for agriculture or pollutes water of the river in such a way that it cannot be remedied. waterworks shall be approved by both Parties. each Party shall designate a Commissioner and a Deputy Commissioner who shall represent their respective countries in the implementation of this Treaty. The Treaty also provides for dispute resolution and consultation in case of extreme drought. The Treaty is completed by two Protocols on the Joint Committee of Commissioners and dispute resolution.
