Abstract
This Policy is building on the achievements of the first document of Afghanistan National Peace and Development Framework (2017-2021), and aims to improve food security, eradicate poverty, develop Afghanistan into a self-reliant and productive economy connected to the region and the world, and invest in strong state institutions that are citizen-centered, while also continue to address the risks imposed by COVID-19. ANPDF II is focused on three broad objectives: peace-building, state-building, and market- building. It outlines Afghanistan’s vision for progressing self-reliance, economic growth, and peace as the country moves into the second half of Afghanistan’s decade of transformation from 2021- 2025.
The Policy is designed in 7 Chapters. In Chapter 2 the text elaborates on the public finance, rule of law, women empowerment and gender equality, infrastructure and land reform, climate change challenges, socioeconomic development, private sector development, and the possibility for peace. In Chapter 3 the text provides for peace and security outlook, poverty and socioeconomic and fiscal outlook for moving from 2021-2025. Development planning and policy implementation are outlined in Chapter 4 with focus on national priority programs, national budget, economic stabilisation, and capacity building. The Policy describes plans and goals of the government for peace-building, state-building, and market-building. For market-building the text considers programs for trade, transit, greener agriculture, mining reform, industrial support, urban development and digitalisation and telecommunication development.
