Abstract
This Policy is designed based on the proposed development objective to increase access to digital services throughout Afghanistan, via a regionally integrated, secure and affordable digital infrastructure, including the expansion of e-Government services and digital job opportunities. The ultimate aim of this Policy is to bring reliable and affordable Internet services to the citizens of the region, link SMEs and workers to the regional and global digital economy, and catalyze innovations in the delivery of public and private services. The Policy follows its goal by considering project components and activities that raise environmental and social concerns; requirements for professional experience in environmental and society capacity development; and incorporation of environmental and social sustainability into subproject procurement process.
