Abstract
The Framework for Adaptation and Consistency of the Afghanistan Sustainable Development Goals is a national Policy aimed to reduce poverty and improve economic and social development through adoption and implementation of Sustainable Development Goals in Afghanistan. The time-frame of the Framework is 12 years between 2018 to 2030. The Afghanistan sustainable development goals include: to end poverty in all aspect in everywhere; to end hunger, provide food security, promote nutrition and sustainable agriculture; to ensure healthy life, wealth, and well being for all in all ages; to ensure high quality, equal, fair, and inclusive education and promote lifetime educational opportunities; to achieve gender equality and empowerment of women and girls; to ensure public access to safe water, sustainable management of water, and sanitation; to facilitate access to affordable, sustainable, modern, and safe energy; to promote inclusive, ongoing, and sustainable economic growth, full employment, and decent work for all; to create strong infrastructure, sustainable and inclusive industry, and innovation; to reduce economic and social inequity in national and international level; to provide inclusive, safe, flexible, and sustainable cities and communities; to ensure sustainable and responsibly production and consumption patterns; to act promptly to combat climate change and its adverse effects; to carefully manage and use marine and oceans resources; to maintain, modify, and make the sustainable use of ecosystems, sustainable management of forests, combat desertification, and halt biodiversity loss; to promote peaceful and inclusive societies, provide justice for all, and building accountable and effective institutions at all levels; to increase partnership for accomplishment of global sustainable development goals.
The proper implementation of this Policy will promote peace and security in Afghanistan. The Policy sets a target to reduce economic, social, political, and security dependency and achieve the complete self-sufficiency and independence in Afghanistan. The Sustainable Development Goals Executive Committee has been established to facilitate the nationalizations of goals and tackle possible challenges.
The sustainable development goals shall be achieved through various sectors: security and governing sector; agriculture and rural development sector; health, education, and social security sector; economy and infrastructure sector. The security and governing sector play a significant role in national development through good governance, revision, and simplification of laws, regulation, and policies, transparency in works of official organizations, capacity building, planning, coordination, and increases in public knowledge. Main objective and responsibility of the agriculture sector are to provide food security through the management of natural resources, increases in agricultural production, development of agricultural infrastructure, and promotion of markets. The agriculture sector also is required to improve the quality of farmers, breeders, and rural people’s life and economy. The overall objective of the health sector is to improve public health and nutrition, with a focus on women, children, and people in deprived areas. The health sector is responsible to facilitate public access to pregnancy services, reduce the rare to morbidity, provide services for disabled people, provide mental health service for vulnerable people, and increase public knowledge on health care methods. The education sector should recognize the right of all people to education and provide an educational opportunity for Afghans, without any discrimination based on gender, race, religion, and social/economic status. The social security sector shall take any necessary measures to reduce poverty, improve people’s economy, and provide social justice in the country. The infrastructure and natural resources sector is the basis of the economic and social development of Afghanistan. The focus of the sector is on balanced and sustainable development of the country through the creation of beneficial infrastructure, promotion of Afghan market, development of transportation, improvement of roads, development of irrigation and water supply system, and protection of natural resources. The Policy emphasizes the role of the economic sector for sustainable and lasting development of Afghanistan. Poverty reduction and improvement in the life quality of Afghans is only possible through the efficient and proper functioning of the private sector and economy sector.
Regarding the sustainable development goals, the Ministry of Economy is known as the secretariat of the sustainable development goals in Afghanistan. The Ministry also is responsible to provide technical guidelines and mechanism, coordinate the nationalization process, monitor the implementation of goals, technical cooperation with engaged actors, as well as provide training and education for departments, civil institutes, academic organization, the private sector, and international organizations.
