Abstract
This Intended Nationally Determined Contribution (INDC) is a nationwide sectoral document developed by the Government under the UNFCCC aiming at enhancing the adaptive capacity and resilience of agriculture, environment, and population to climate change, while developing and implementing Low Emission Development Strategies (LEDS). This INDC is also in line with the Afghanistan’s vision for addressing the adverse impacts of climate change through adaptation that aims to protect the country and its population by enhancing adaptive capacity and resilience, effectively respond to the vulnerabilities of critical sectors, and efficiently mainstream climate change considerations into national development policies, strategies, and plans.
The document contains both adaptation and mitigation measures. As for adaptation measures they are (i) monitor and assess vulnerability and adaptation to climate change; (ii) identification and mainstreaming of climate change adaptation technologies into the sectoral policies; (iii) promotion of regional and international cooperation and coordination for adaptation technology transfer; (iv) expansion of meteorological and hydro-logical monitoring network, including a national database; (v) development of water resources; (vi) sustainable use of natural resources. While the mitigation measures mainly regard the reduction in GHG emission in number of sectors, such as energy, forest and range land, industrial process and extractive industry, agriculture and livestock, and waste management supported by a technology and capacity building development.
To make agriculture and forestry more productive and sustainable the INDC envisages (i) rehabilitation and reconstruction of small-, medium-, and large-scale water infrastructure; (ii) proper watershed management; (iii) community-based natural resources management; (iv) improved cropping systems; (v) increasing of irrigated agricultural land through restoration and development of irrigation systems; (vi) reduced and optimal timing of fertilizer application; and (vii) regeneration of at least 40% of existing degraded forests and range land areas.
In order to increase the resilience of livelihoods to disasters, main interventions are directed to (i) develop alternative and renewable energy sources for the rural population to reduce the usage of natural resources and decrease the strong reliance on fossil fuels; (ii) fuel-wood production from forest and orchards; (iii) sustainable energy production; and (iv) promotion of energy efficiency in households, transport, industry, services, mining, agriculture.
