Abstract
Afghanistan is expected to hold various minerals including iron ore, marble, rare-earth minerals and gold. The Policy provides an overview on the constraints of the mining sector including the infrastructure such as power, transport, land and water; and soft infrastructure including rule of law, security, procurement, knowledge and information, and environmental issues. The text provides for the legal basis of the mining sector and recommendations for changes and prioritizes various areas of interest. The text further suggests reforms for the Ministry of Mines and Petroleum and requirements for industry regional market development. The Policy further recommends reforming the tender process, ensuring service delivery for communities, and ensuring that mining revenues contribute to macro-fiscal sustainability.
