Abstract
This Policy provides for livestock development by taking into account the importance of food security in the country, economic development of the societies that are dependant on this sector and improvement of the breeds and preservation of the environment for the future. The text address the challenges in this sector including lack of animal feed, inadequate plans for animal breeding, insufficient services in animal health and lack of technical knowledge. The Policy set its goals for improvement and development of livestock sector through advanced feeding methods and animal production and reproduction procedures, reduction of losses resulting from animal diseases, control and improvement of animal feed, enhancement of the departments for recognition of diagnosis and research on animal diseases, facilitating farmers access to services in animal health sector and regulating farming based on accepted standards.
The Policy defines 8 sub-plans for the operations, measures and plans in different livestock sector including cattle breeding, goats breeding and sheep breeding, poultry, aquaculture, beekeeping and silkworm cultivation. For each of these sub-plans the text provides for breeding programmes, cross breeding, animal welfare, access to appropriate feed, and enhancement of GMO and biotechnology in farming. The Policy further provides for strengthening the management in this sector, encouraging the local production and trade, and provides for using new methods and tools in different sectors for animal production. Chapter 8 of the text provides for the organisational and regulatory arrangements for implementation of the Policy and finally refers to monitoring requirements. The Policy consists of 9 Sections.
