Abstract
This policy provides comprehensive guidelines for the Public-Private Partnership (PPP) project lifecycle, including project identification, appraisal, and approval processes in Afghanistan. This policy outlines the processes for identifying, appraising, and approving PPP projects, aiming to attract private investment and expertise to supplement public resources. It emphasizes the government's commitment to creating an enabling environment for PPPs by addressing legal, institutional, and financial aspects, thereby promoting economic growth and development. The Policy consists of 16 Chapters and provides for risk assessment of the projects, consideration of the environmental concerns in project implementation and relation with investors, national and international organisations and advancement of the local technology and transfer of technology.
