Plant Varieties Protection Law

The Law aims to establish an effective system for protecting and promoting plant varieties. Its primary goals include safeguarding the rights of plant breeders and farmers; encouraging research, development, registration, and utilization of new plant varieties; supporting private sector investment in plant breeding and seed production; and promoting the conservation and use of national, local, and indigenous plant varieties. The law ensures that new plant varieties are legally recognized and protected, fostering agricultural innovation and sustainability.
The Law consists of 29 articles, divided into 4 Chapters: General Provisions (I); Registration and Naming the Varieties of Public-Owned Plants (II); Registration of the New Plant Varieties with a Private Ownership (III); Final Provisions (IV). The Law encourages private investment for development of the national, regional and local plant varieties. It also regulates provisions for search, exploitation, registration and use of plant varieties. The Agricultural Research Institute of the Ministry of Agriculture, Irrigation and Livestock is obliged to name and register national, regional and local varieties of plants based on the botanical and agricultural characteristics.
