Policy on Control and Reduction of Pollutions.

This Policy provides for responsibilities and duties of the organisations and entities for compliance with the rules related to environmental polices, pollutions, waste management and protection of the biodiversity and wildlife, ecosystem and climate change. The Policy introduces recommendations for administration proceedings of pollution control and outlines tools and mechanisms for control and reduction of the environmental pollution. The Policy aims to provide a healthy environment for the current and future generations through control and reduction of the pollutions in water, air and soil through cooperation between different organisations, ministries and administrations. The goals of the Policy are described as: providing a system for licensing the operation of the industries that produce pollutions (1); improving the technical facilities of the National Environment Protection Organisation for evaluation of the water, air, waste and soil qualities (2); identifying the environmental pollutants (3); recognising tools and mechanisms for control and reduction of pollution (4); and establishing mechanism for compliance with the chemical Agreements (5).
The Policy is designed in 20 Sections and address different resources producing pollution in air and soil and provides framework and principles for the pollution reduction through waste management, licensing requirement, clean production in energy and industry, compliance with international Agreements including the Rotterdam Convention, Stockholm Convention and Basel Convention. In Section 20 the Policy address the impacts on ozone layer and plans and programmes for reduction of the pollution on ozone layer. The text further provides for capacity building in education, laboratory equipment, integrated management and efficient use of natural resources. The Policy has one Appendix on the categories for study and evaluation of the social and environmental impacts.
