Policy on Water Resources Management.

This Policy refers to the importance of water sector in the economy and livelihood of the environment and human beings and requirements for management of its resources. The main resources for water in Afghanistan are surface water, deep water and rainfall while major part of the water use is in the agriculture sector. The Policy provides for changes in the organisational charter of the water sector and refers different Ministries that are included in this charter including the Ministry of Energy and Water, Ministry of Agriculture, Irrigation, Livestock and Food, Ministry of Resuscitation and Exploration of Rural Areas, Ministry of Mines, Ministry of Urban Exploration, Public Health Ministry and Ministry of Environment. The High Council on Regulating Water Affairs is one of the decision making authorities in this sector. This Policy is aiming to reach a sustainable use of water resources by engagement of all water users and agencies. The Policy further provides for the general goals, legal requirements, organisational and executive sectors and emphasise on harmony with other governmental sectors.
