Abstract
The Regulation, which is based on the principle 27 of the Afghanistan Constitution, regulates provisions to coordinate the activities of the Ministry of Agriculture and Livestock. The Regulation consists of 14 articles, divided into 4 Chapters: General Provisions (I); Duties and Authorities (II); Structure and Activities (III); Final Provisions (IV). The Ministry of Agriculture and Livestock is responsible to: provide comprehensive development of the agricultural productions based on scientific research; improve the life quality and provide food security; prepare long-term and short-term national agricultural development plans; protect and ensure the sustainable use of agricultural lands, forests, rangelands, surface water and groundwater, agricultural equipment and machineries, and raw materials; provide financial facilities; conduct scientific research to develop new technologies; improve the quality and quantity of agricultural products; supply seeds and fertilizers to farmers. To make a sustainable use of agricultural lands, forests, rangelands and irrigation networks, the Ministry is authorized to prepare the agricultural lands, forests, and rangelands, organize lands and landowners’ affairs, prevent land degradation by water and wind, maintain the irrigation systems, provide equitable water distribution, increase livestock and poultry products, take necessary measures for plant quarantine, manage the veterinary services, and organize nomads. The Ministry is also required to make cooperative agreements with relevant international organizations.
