Abstract
This Regulation aims to predict, reduce and prevent the unwanted impacts of exploration plans on environment; to keep the natural resources balance in ecological production; to strengthen the sustainable exploration and use of resources; to use renewable energy resources; and to keep coordination and collaboration between different governmental organisations and ministries in this respect; and to comply with the relevant international standards and requirements. The Special Committee on Assessment of Social and Environmental Impacts is in charge to recognise the activities that have negative impacts on the environment and provides mechanism for improvement of the plans. Chapter 2 of the text provides for the procedure and the authority that is in charge to issue the permit for the projects and plans that have social and environmental impacts; the text further elaborates on the procedure for cancellation or renewal of the permit. Chapter 3 lays out for submission of the report on the evaluation of the projects and initial environmental impacts.The Regulation further presents on public participation.
