Abstract
The Regulation sets provisions to create, regulate and manage protected areas in the country. This Regulation consists of 31 articles, divided into 6 Chapters: General Provisions (I); Administrative Procedures (II); Plans and Programs (III); Operations (IV); National System for Protected Areas (V); Observations (VI). This Regulation recognizes the protected areas as national heritage, which is forbidden to be sold or transferred to another person. The Central Department for Protected Areas is the authority responsible to: determine and categorize protected areas, with cooperation of Department of Environment; assign a chief of operation for each protected area; prepare development and maintenance plans for each protected area; arrange required budget; offer suggestion to Department of Environment. The Central Department for Protected Areas may assign an NGO as a chief of operation of a protected area. To create a new protected area, the Central Department for Protected Areas with cooperation of Department of Environment should submit their proposal to the Council of Ministers and the final decision will be made by the Council. Building any infrastructure in the protected areas only is permittable by permits issued by the Central Department for Protected Areas.
