Abstract
The Regulation aims to facilitate the economic development of agricultural cooperatives and individual farmers and to provide food security in the country. The Regulation consists of 5 Chapters, which divided into 27 articles: General Provisions (I); Duties and Responsibilities (II); The Process of Purchasing seeds and Chemical fertilizers (III); Seeds and Fertilizers Distribution Committee (IV); Final Provisions (V). Main objectives of this Regulation include: to purchase approved wheat seeds from confident resources, such as registered companies; to improve financial capabilities of agricultural cooperatives and individual farmers; to facilitate sustainable agricultural development; to distribute approved varieties of wheat seeds; to encourage agricultural cooperatives to cultivate halal, permitted and reasonable plants and to reduce drug cultivation; to develop seeds production industry; to improve the wheat products quality. The Department of Agricultural Development is responsible to manage and monitor the process of preparing, purchasing, provision, and distribution of seeds and chemical fertilizers. The Department of Production and Improvement of Cereals has duties to: prepare annual plan for purchase of seeds; to constantly inspect farms; to allocate the available budget to different provinces; to cooperate with National Union of Seeds; to collect information. According to the Regulation, the FAO’s laboratory in Afghanistan is required to take the necessary test from seeds and issue authorization, tag the approved seeds with essential information and hold workshops for farm inspectors.
