Abstract
This document is the Statute of Baghlan Sugar Company and sets provisions to regulate the Company’s affairs and activities. The Statute consists of 55 articles, divided into 5 Chapters: General Provisions (I); Stocks and Capital (II); Structure (III); Finance and Accounting (IV); Miscellaneous Provisions (V). The main objectives of the Company include: to encourage farmers to plant sugar beet; to stabilize sugar beet market; to reduce importation of sugar; to develop farmers’ economy. The Baghlan Sugar Company is a state joint stock company which works under the authority of the Ministry of Agriculture, Irrigation and Livestock. The Company is obligated to: develop and standardize the sugar beet planting in the country; to guide farmers by agriculture specialists of the Company; to improve the quality and quantity of sugar beets; to provide required seeds and chemical fertilizers; to pre-buy productions from farmers and cooperatives; to process sugar beets and produce sugar; to maintain agricultural machineries and infrastructure; to introduce new plans to achieve financial and economic objectives of the Company. The initial capital of the Company is 564,000,000 Afghani, equal to 7,500,000 USD. The shareholders include the Ministry of Agriculture, Irrigation, and Livestock (60%), the Ministry of Finance (20%), the Ministry of Commerce and Industry (10%), and the Ministry of Economy (10%).
