Abstract
The Act consists of 22 sections placed under the following headings: Preliminary (sect. 2); Administration (sects. 3 and 4); Regulation of importation of animals (including live fish), animal carcasses and other things (sects. 5-10); Regulation of movement of animals (sect. 11); Animal quarantine (sects. 12-14); Powers of search and arrest (sects. 15-17); Miscellaneous (sects. 18-22).
The Minister may appoint a Veterinary Authority to administer this Act and Regulations made under it. The Authority shall provide a health certificate in relation to animals, carcase, part of an animal, veterinary biological products (defined in section 2), fodder or litter to be exported from Antigua and Barbuda in accordance with section 3. Inspections may be carried for this purpose by inspectors appointed under section 4. Section 5 places restrictions on the importation of animals, carcase, part of an animal, veterinary biological products, fodder or litter. Such importation requires a permit from the Authority. The Minister may prohibit importation of such items pursuant to section 8 and regulate the importation of cooked meats, canned meats and meat by-products under section 9. The Minister may regulate the movement of animals under section 11and prescribe quarantine stations under section 12. Sections 13 and 14 deal with quarantining of animals. Remaining provisions of this Act concern powers of arrest and search and powers to detain vessels or aircraft by police officers and inspectors, regulation making powers of the Minister and review of the Schedule specifying prescribed diseases.

An Act to control the importation into Antigua and Barbuda and to regulate the movement from Antigua and Barbuda of animals, birds, fish, insects and reptiles and of animal carcasses, parts and meat, veterinary biological products, litter and fodder, for the purposes of preventing the introduction of disease into Antigua and Barbuda and into other member States of the Caribbean Community and of providing for the safe and humane movement of animals from Antigua and Barbuda and for other matters related thereto or connected therewith.
