This document sets out the national framework for climate change adaptation over the period 2023-2033. It provides a structured and evidence-based roadmap for mainstreaming adaptation into public and private sector operations, infrastructure development, land use planning, and natural resource management. Grounded in climate science, downscaled projections, and stakeholder consultations, the framework addresses principal hazards, including sea-level rise, intensified tropical cyclones, rising temperatures, shifting precipitation patterns, and recurrent droughts, through coordinated cross-sectoral action.
The instrument identifies priority sectors for targeted adaptation interventions, including agriculture and food security, water resource management, tourism, infrastructure and housing, finance, wholesale and retail, and culture and historical sites. It incorporates cross-cutting considerations affecting vulnerable and marginalized groups and formalizes the development of three Local Area Adaptation Plans for St. John’s City, Jolly Harbour to Johnsons Point, and the Airport and Fitches Creek corridor, each providing geographically specific risk assessments and targeted measures for high-exposure zones. Strategic outcomes include the establishment of high-resolution environmental baselines and climate risk mapping, the advancement of climate-smart investment programmes, and the development of financial and insurance mechanisms to safeguard livelihoods against climate-related losses.
The document further establishes institutional arrangements for governance and inter-agency coordination, designating the Department of Environment as the lead entity responsible for technical oversight and integration of climate risk assessments into national planning processes. It provides financing and prioritization methodologies to guide phased implementation and mandates a robust Monitoring, Evaluation, and Learning framework, supported by an Environment Registry for data management and reporting. Emphasis is placed on transparency, accountability, and a gender-responsive and socially inclusive approach to adaptation throughout the implementation period.
