Abstract
The Intended Nationally Determined Contribution is a national policy with a multi-sectoral approach. The period of implementation of this policy is Pre 2020 and 2020 – 2030. The main objective of this Policy is to make contributions by reducing GHG emissions in the energy, health, tourism, agriculture, land, waste, water, transportation, and forestry sectors.
This policy lays down mitigation and adaptation targets to increase resilience to climate change. All remaining wetlands and watershed areas with carbon sequestration potential will be protected as carbon sinks by enhancing water retention in order to reduce GHG emissions. Seawater desalination capacity will be increased by 50% above 2015 levels to cope with freshwater scarcity. Renewable energy resources will be developed to meet electricity demand in the water sector and other essential services including health, food storage and emergency services in order to enhance resilience. Moreover, a waste to energy plant will be constructed and operationalized to produce electricity. All waterways will be protected to reduce the risks of flooding and health impacts. Measures will be taken against the risks of climate impacts, namely flooding, storm surge, ocean acidification, increasing sea surface temperature, excessive rain and drought to reduce vulnerability in the agriculture and fisheries sector. Furthermore, financial measures will be taken to safeguard farmers, fishers, and business owners from the losses resulting from climate variability. In order to achieve poverty reduction and sustainable development, legal, policy and institutional framework will be developed to facilitate an efficient and effective transfer of resources to support implementation and achievement of the INDC targets for a low carbon emission development pathway. International support will be provided from multilateral and bilateral sources for effective climate change adaptation and mitigation. An international market mechanism will be established as an important complementary option to reduce total costs associated with limiting GHG emissions and to assist global efforts limiting temperature to 1.5 degrees Celsius above pre- industrial levels. In addition to that, the Clean Development Mechanism will be renewed and reformed to achieve INDC targets.
