Abstract
This Act creates various public bodies involved in managing of disasters or the preparation for disasters and defines a series of measures in relation with disaster preparedness and management.
The Act consists of 40 sections divided into 9 Parts: Preliminary (I); Director of Disaster Preparedness and Response (II); National of Disaster Preparedness and Response Advisory Committee, Policy Review and Plan (III); Emergency operations centres and shelters (IV); Obligations of other public officers (V); Specially vulnerable areas (VI); Threatened disaster alerts (VII); Application of Treaties (VIII); Miscellaneous (IX).
A Director of Disaster Preparedness and Response is appointed under section 3. The Director shall be responsible for coordinating the general disaster management policy and carry out the functions listed in section 4. Disaster Hazard Inspectors may be appointed under section 3. The National of Disaster Preparedness and Response Advisory Committee, established under section 6 and consisting of the Prime Minister and high level government officers, shall approve the National of Disaster Preparedness and Response Plan prepared by the Director (sect. 8 and following). The Prime Minister may declare especially vulnerable areas under section 15. A special area precautionary plan shall be adopted for such an area (sect. 16).
