Abstract
The National Environmental Management Strategy (NEMS) of Antigua and Barbuda outlines a comprehensive approach to sustainable development, addressing the country’s environmental, economic, and social challenges. Over the past decades, Antigua and Barbuda, along with other OECS Member States, have transitioned from an agricultural-based economy to one centered on tourism and financial services. While this shift has improved per capita income, it has also heightened environmental pressures, including land degradation, biodiversity loss, pollution, and the unsustainable use of natural resources. Recognizing these challenges, the Government of Antigua and Barbuda has committed to an integrated planning approach, guided by international agreements such as the St. George’s Declaration. The NEMS serves as a strategic framework for sustainable resource management, aiming to balance economic growth with ecological conservation. Key objectives include strengthening policy and legal frameworks, enhancing institutional coordination, promoting sustainable livelihoods, and increasing civil society participation in environmental decision-making. The strategy emphasizes the need for institutional reforms, improved environmental legislation, and effective enforcement mechanisms to address existing governance gaps. It highlights the role of non-governmental organizations (NGOs) and community groups in raising awareness and implementing conservation initiatives. Additionally, the NEMS prioritizes capacity building to enhance technical expertise and foster resilience against environmental threats such as climate change and natural disasters. By adopting an ecosystem-based management approach, Antigua and Barbuda seek to safeguard their coastal and terrestrial ecosystems, ensure water security, and mitigate the adverse effects of environmental degradation. The NEMS represents a consensus-driven blueprint for national and regional action, aimed at fostering a more sustainable and resilient future for the country.
