Abstract
This Act consists of 7 Chapters and 74 articles. Chapter 1-Preliminary, Chapter 2-Administration; Chapter 3-Food control and emergency preparedness; Chapter 4-Food businesses and street food vending; Chapter 5-Import and export of food; Chapter 6-Treatment of goods in free circulation in the Economic Union Area; Chapter 7-Enforcement; Chapter 8-Miscellaneous.
The aims and purposes of this Act are to coordinate and integrate food safety at all stages of the food chain; to ensure food safety while enabling a competitive and commercially supportive environment for food businesses; to establish an integrated regulatory approach to food safety to provide for a more efficient, effective, transparent and coordinated administration throughout the food chain; to regulate food quality; to boost confidence in trade in food.
The Act also stresses which are the rules to follow concerning food control and emergency preparedness. In addition, the Act regulates in the country what is related to food businesses and street food vending, also verifying the health conditions of who is selling food on the streets. Always related to food, the Act also takes into consideration the import and export of food, in particular the treatment of goods in the free circulation inside the Economic Union Area.
The last part of the Act is related to the enforcement of the rules of this Act and to define which offenses and penalties are applied in case the rules issued in this Act are not respected. In fact, food inspectors have the powers to inspect: food, raw or processed, including as imported or exported consignments of food; food ingredients, additives, disinfectants, and any substances or processes used in the production, manufacturing, handling, or packaging of food; food business premises and their surroundings and installations, as well as means of transportation, equipment, and materials, etc.
