Abstract
The Sustainable Energy Action Plan is a national policy with a cross‐sectoral approach. The strategies of the Sustainable Energy Action Plan are energy conservation and energy efficiency, renewable energy development and education and awareness. Through these strategies and cross-cutting strategy, the Action Plan aims at achieving energy cost reduction, diversification of energy sources, electricity reliability improvement, environmental protection and promotion of new economic opportunities.
The Sustainable Energy Action Plan will foster energy conservation, energy efficiency, and diversification of energy sources, sustainable energy consumption and generation. The utilization of renewable energy sources available in Antigua and Barbuda will be promoted. An enabling environment will be created for the development of renewable energy through private sector participation. Renewable energy will be integrated in the grid. Economic and scientific data will be strengthened through resource assessments on the country’s energy resource potential. Furthermore innovative technologies will be adopted and research studies will be promoted. Renewable energy diversification priorities based on cost, efficiency, and environmental considerations will be developed. Procedural matters will be facilitated to promote the use of small renewable generation through the production. National energy efficiency programs will be coordinated with the international and regional initiatives. Energy efficiency measures will be taken to ensure energy conservation, such as energy efficiency standards and labelling and energy auditing and management program. Energy efficiency program will be implemented in the electricity, public, residential, tourism, agro-industrial and transport sectors. Public private partnerships will be promoted to finance and develop energy diversification projects. A fuel diversification strategy will be developed for the short, medium and long term and priorities for diversification will be developed. Incorporation of biodiesel will be promoted and in addition, current heavy fuel oil will be replaced with natural gas for electricity generation. The use of cleaner technologies in the transport sector will be promoted. Public awareness will be raised on conservation and efficient use of energy through education and information dissemination. Legal, institutional and organizational framework will be developed to create equitable and transparent opportunities for all stakeholders in the energy sector. The Energy Unit, the Energy Advisory Panel and the Independent Regulatory Agency will be created. Institutional capacity building will be strengthened on energy efficiency and renewable energy. In order to contribute to Antigua & Barbuda energy goals and objectives, multilateral, regional, bilateral partnerships will be strengthened.
The contribution of the energy sector to climate change mitigation and adaptation will be enhanced.
The Energy Unit shall be responsible for developing policy, regulation and standard on renewable energy and energy efficiency. Furthermore the Unit shall monitor the implementation of the renewable energy and energy efficiency programs. The Energy Unit shall deal with all matters related to the energy sector in close cooperation with the responsible operating agencies.
