Abstract
The main objective of this Albanian Action plan for the sustainable use of plant protection products for the planned period from the year 2022 until the year 2032 is to guarantee actions that help minimize the effective risks to human health, animals and the environment, resulting from the use of plant protection products. This Action Plan has been drawn up in the framework of the alignment of Albanian legislation with EU legislation.
This Plan points out that in the strategy of development of technologies of agriculture and food products, cross-objectives deriving form agricultural policy strategies, in accordance with the principles of sustainable agricultural development, are defined as follows: a) guaranteeing food security through sustainable production of food products, safe, quality and at affordable prices for all consumers; b) increased competition in agro-food technologies; c) sustainable utilization of production potential and supply of related public goods with agriculture; d) having a stable and harmonious rural development (in cooperation with policies of others); e) generally safe, controlled and monitored use of plant protection products in order to guarantee the health of people and animals. Most outlined specific objectives here laid down are: to increase the area of agricultural land and biological aquaculture in the country, for biological production; to reduce the pollution of water environment (surface and underground) with plant protection products through the promotion of application of appropriate measures by related users and official water monitoring for determining the effective presence and levels of pesticide residues; to reduce the possible risk deriving from the use of plant protection products to bees and other non-target organisms (both aquatic and terrestrial organisms); to empower users and public with knowledge and awareness of potential risks for human health, non-target species and the environment and on manners to minimize these risks; to minimize the risk to human and animal health and protecting the environment, including the replacement of dangerous active substances with those with low risk as well as safer alternatives (including non-chemical ones); to reduce the levels of residues of active substances in the content of food; to encourage the use of integrated pest management principles in production agricultural.
