Decision no. 132, dated 6 March 2024 on the creation, organization and operation of the National Waste Economy Agency.

This Decision here proclaims the creation and manner of organization and operation of the National Waste Economy Agency, as a legal, public, budgetary entity, depending on the minister responsible for the environment, with headquarters in Tirana City. The Agency shall be financed from the state budget and other legal sources, according to the legislation in effect. The Agency's budget is a separate item in the budget of the ministry responsible for the environment. The agency's mission is to provide: a) coordination, monitoring and cooperation with local government units, public administration institutions and international partners in the integrated management of waste, with the aim of transitioning this sector to a circular economy; b) promoting and encouraging the implementation of the waste hierarchy for the gradual development of collection through source segregation of large-scale recycling and monitoring implementation of standards and environmental education. The Agency has the following functional responsibilities: a) coordinate work with public administration institutions, at the central and local level, international partners, investors and stakeholders for the implementation of standards in efficient integrated waste management, territorial planning in waste infrastructure and their implementation; b) to organize the work for environmental education, promotion and intensification of the implementation of waste hierarchy for the gradual development of collection through source-separation principle application and wide-scaled recycling practices.
