Decision no. 152, dated 13 March 2024 on the approval of the National Social Protection Strategy 2024-2030 and the action plan for its implementation.

This Decision here approves the Albanian National Social Protection Strategy for the planned period from the year 2024 until the year 2030. This text also contains the related action plan for Strategy implementation.
This text sets the visions which aims at social protection in an enabling and empowering environment for every individual in need, guaranteeing dignified living throughout the life cycle. Major objectives are further subdivided into goals as follows: Policy Goal A: Alleviate poverty for every individual in need and improve livelihoods for persons with disabilities through support with financial schemes and appropriate benefits, gender responsive, transparent, capable of coping with crisis risks-Specific/Strategic Objective A1: To improve performance, adaptability and responsiveness to crises of financial schemes and benefits for individuals (men, women, boys and girls). Specific/strategic objective A2: Consolidation of social protection reforms in the field of disability for support and participation in public and private life. Specific/strategic objective A3: Improve targeting of children, girls and boys through gender-sensitive financial schemes and a social protection program with a focus on children; Policy goal B: Expansion of integrated, accessible and quality social services and gender responsive, as well as advancing the deinstitutionalization of residential care, in partnership with local government and other actors-Specific/strategic objective B.1: Consolidation of the process of decentralization of services of social care for sustainable and gender responsive funding, geographical coverage, accessibility and responding to crises and emergencies; Specific/strategic objective B.2: Implementation of standards and strengthening of human capacities of the personnel of social care services for qualitative and gender responsive services; Specific/strategic objective B.3: Deinstitutionalization of residential care services and transformation towards family, community and daily services respecting its principle human rights and gender perspectives.
