Abstract
This Decisions here approves the National employment and capabilities Strategy 2023-2030, the Action Plan for its implementation, as well as Youth guarantee implementation Plan 2023–2024 (full texts are attached to this publication).
The vision and objectives of the National Employment and Skills Strategy 2023–2030 are an important part of Albania's commitment to the implementation of the 2030 Agenda and serve it achieving the Sustainable Development Goals in the country. Strategy objectives and measures are directly related to ODG 8 "Promotion of sustainable economic growth, inclusive and sustainable, full and productive employment and decent work for all" and especially in fulfilling the specific goals of SDG 8, such as: 8.5 (decent employment), 8.3 (productivity), 8.2 (innovation), 8.6 (youth employment) and 8.8 (rights at work). But at the same time, implementation strategy is naturally related to the achievement of other important objectives for Albania within the framework of the 2030 Agenda as SDG 1 (poverty), SDG 2 (food), SDG 4 (education), SDG 5 (gender equality), SDG 9 (industry, innovation and infrastructure) and SDG 10 (reducing inequality).
Policy objective is: Developing skills and better matching demand with supply in the labor market for more employment. Strategic objective 1.1: Reduce the skills mismatch for all occupations; Strategic objective 1.2: Increasing the level of skills of women and men of working age Strategic objective 1.3: Better functioning labor market for all Priority measures that will contribute to the achievement of specific/strategic objectives are: 1. Development of a more relevant, flexible, evidence-based Vocational Education and Training (or VET) offer that guarantees continuity; 2. Strengthening the quality assurance and development mechanisms in the VET system; 3. Systematic and systematic involvement of the private sector in governance, the development and provision of VET; 4. Fostering inclusive opportunities for lifelong learning; 5. Recognition of previous non-formal and informal learning; 6. Digital transformation of employment services and the VET system; 7. Creation of the skills intelligence system that produces information on developments labor market and VET; 8. Expansion and consolidation of services for employers and jobseekers and their continuous adaptation based on monitoring and evaluation practices; 9. Facilitating labor mobility.
