Decision nr. 15 dated 11 January 2024 on the adoption of rules for benefits from the use of forest ecosystem services, compensation and payments.

This Decision determines the rules for benefits from the use of services of the forest ecosystem, compensation and payments, which are implemented by the providers and beneficiaries of these services. Payment for services in the ecosystem means the remuneration received by the provider of service for carrying out activities related to services in the ecosystem, in the forest fund in his ownership; the services that are provided for benefit in the forest ecosystem must meet specific requirements (to be in accordance with the objectives of the breeding plan of the requested area; to be in accordance with the general local plan and/or the detailed local plan for area, if any; to be in harmony with the principle of sustainable development for forests; not to violate natural and biological values and functions. The beneficiary of the service, who wants to benefit from the services in the ecosystem, submits to each case a written request to the service provider, at least 3 months before the start of provision of ecosystem services. In the case where the provider is the National Agency of Protected Areas, the request is directed to it the structure responsible for the protected areas and is evaluated according to the special legislation for protected areas.
