Decision nr. 544 dated 28 August 2024 the approval of the 2024-2028 social inclusion Policy document.

This Decision approves the National social inclusion policy for the planned period from the year 2024 until the year 2028, which is part of this text. This document is a result of the successful collaboration between the Ministry of Health and Social Protection, partner institutions of national and international and civil society actors active in areas that are essential for social inclusion. The document is of great importance because it paves the way for measuring and monitoring social inclusion and social-economic sustainability at the national level. It is one of prerequisites to guarantee that the government can determine the level of citizens' access to public goods and services and the creation of sustainable social cohesion, which constitutes obligation which derives from the process of Albania's membership in the European Union and United Nations Sustainable Development Goals. Social inclusion requires modern and well-integrated support systems that address and address the specific needs of particular groups. Therefore, they will be put into service resources to review the institutional structures responsible for the management and implementation of efficient systems for monitoring and evaluating social inclusion. Assessment of needs for Institutional mechanisms will be a priority for the recommendations of the Annual Reports Document of Social Inclusion in Albania.
The general framework of social inclusion presented in this policy document, which is based on indicators from six areas, will be guaranteed through measures that provide clarity and consistency regarding the steps to be taken. The vision of the Social Inclusion Policy Document is: to guarantee a transparent, accountable, equal and comprehensive system for assessing inclusion social across all policy areas of poverty and social protection, employment and skills, health, education, housing and lack of basic needs, as well as human rights, and creating sustainable social cohesion. The general objective is to create a balanced framework and continuous to ensure measurement, monitoring and reporting of social inclusion in Albania through a consolidated set of indicators, thus improving the pathways of inclusion social with the improvement of government policies and Albania's progress towards membership in EU. In addition to maintaining economic stability and sustainability, the impact of measures to reduce poverty and promoting social inclusion is one of the government's key priorities, because these measures will help unlock the considerable untapped human potential in Albania, as well as reducing the impeding impact of inequality on economic growth. To ensure an efficient program of social inclusion, the government will strengthen the framework of general monitoring, will create Mechanisms to guarantee an accurate analysis and will include EU and UN indicators to measure social inclusion, alongside a group complementary to indicators at the national level.
